The City of Pine Bluff offers an emergency rehabilitation grant to low-income homeowners who live in their home inside city limits. The city has said applicants who got help from the office in the last ten years may not qualify again.

USDA Section 504 home repair loans and grants
The USDA Rural Development 504 program helps very low-income homeowners repair their homes. It is the one most seniors in the county ask us about.

Communities Unlimited Healthy Homes program
Communities Unlimited received a $2 million HUD Healthy Homes grant to repair unsafe and unhealthy homes in the Arkansas and Mississippi Delta, including Jefferson and Desha counties. Roof replacement and moisture problems are among the repairs it covers.
- Who: households at or below 80% of the area median income, with a focus on seniors, families and people with disabilities
- How: applications open in set windows (the 2025 window ran July 14 to August 29) and may go to a lottery if too many people apply

Strengthen Arkansas Homes (FORTIFIED roof grants)
Arkansas passed the Strengthen Arkansas Homes Act in 2025. It sets up grants of up to $15,000 to help homeowners upgrade to a FORTIFIED Roof, a stronger roof standard from the Insurance Institute for Business and Home Safety that holds up better to wind and hail. The law also requires insurers to offer premium discounts for FORTIFIED homes.
